All the DEOs in the State are hereby informed that instruction have been already issued for providing Teacher Handbooks on Learning Outcomes for Primary (Classes I to V) and High Schools (Classes VI to X) to all the schools under Government Management @ 2 copies per schools since the handbooks have already been sent to DEOs. The training on Learning Outcomes have been conducted to all the Headmasters during June 2017 at District Level and the training to the Teachers will be conducted during September 2017. The Teacher Handbooks on Learning Outcomes can be accessed from Telangana Repository of Open Education Resources (TROER Platform).
"The Learning Outcomes are process-based which provide check points to assess the progress of a child as per the expected holistic learning for overall development of a child. It will also help to organize additional instructions for children who have learning gaps and to share the progress of the child with parents or guardians and identify the overall performance of a school with regard to learning and teacher effectiveness. "
In this regard the soft copies of the Teacher handbooks on Learning Outcomes are forwarded through E-mail and DEOs are directed to convene a meeting with Private School managements and discuss on the training to their teachers and provide the soft copies to them to undertake printing for their schools. Further, the services of District Resource Persons may be provided for the conduct of training to the teachers working in their schools. The Private School Management can download the Teacher Handbooks on Learning Outcomes from TROER Platform.
The National Achievement Survey from NCERT will be conducted for the students of Classes Ill, V and VIII during October/ November 2017 based on the Learning Outcomes. Learning Outcomes: The National Policy on Education 1986, and the Programme of Action 1992 emphasised that Minimum Levels of Learning (MLLs) should be laid down and children’s learning should periodically be assessed to keep a track of their progress towards ensuring that “all children acquire at least the minimum levels of learning”. Learning Outcomes are assessment standards indicating the expected levels of learning that children should achieve for that class. These outcomes can be used as check points to assess learning at different points of time.
The learning outcomes would help teachers to understand the learning levels of children in their respective classes individually as well as collectively. Learning outcomes should be the point of reference for conducting achievement surveys. Hence it is necessary that the defined Learning Outcomes are also shared with parents and community at large. It has now been proposed to include the defined Learning Outcomes in the Central Rules of the Right of Children to Free and Compulsory Education (RTE) Act, 2009. These Rules will be applicable to all schools including government, aided and private schools.
The NCERT developed Learning Outcomes for each class in Languages (Hindi, English and Urdu), Mathematics, Environmental Studies, Science and Social Science up to the Elementary stage. Care has been taken to develop the outcomes consultations with States, UTs, SCERTs and education experts from organizations including civil society organizations. The Learning Outcomes developed by NCERT are the minimum levels of learning to facilitate the monitoring of students against expected benchmarks.
